Good morning,

Tidewater Drive directional drilling crew has installed 6” PVC from Arlington Av. To Cady Av., approximately 2000 LF.
Crew is currently drilling from Cady Av. To Whipple Av. And should have pipe installed tomorrow.

Palmer Av. open cut crew is installing 3” PVC from Medford St. heading north toward Harbor View Dr.

Crews will continue on aforementioned streets for remainder of week.

Betty,

D’Ambra Construction will be instituting a detour from the intersection of Samuel Gorton Avenue and Palmer Avenue. Local traffic will need to head west on Samuel Gorton to Warwick Neck Avenue left on Rocky Point Ave to Palmer. This should be for no more than a week, I was informed that police and fire were contacted. RIPTA along with police and fire will have complete access to Palmer as well as the local residents. Ashley please post on our website, should anyone have any question feel free to call someone who cares.

Re: Deferment of Sewer Assessment Fee

Hello Councilman,

I am following up on question concerning 20 Cady Av. The information can be found in our FAQ sheet which is posted on-line under the Bayside Project. I’ve attached that FAQ sheet, as well as other FAQ sheets that will be helpful to your constituents.

As per the information provided by the resident at 20 Cady Avenue.
EXAMPLE:

· The house was built in 2005. That would make the septic system approximately 17 years old. Our deferment is for 20 years from the date of OWTS installation.
· Based on the 2005 date of installation, there would be (approximately) 3 years remaining for the deferment.

· RIDEM would have a record of the installation of the septic system. We request that the resident provides us with the DEM record when requesting a deferment.

· It’s important to note that the deferment is based on the date of the septic system installation. Repairs to an existing system do not “restart” the clock for the 20 year deferment.

· The new owners bought the house in 2021. The septic system is functioning, so the remaining 3 years’ deferment for the septic system would be passed to the new owners.

· The assessment notices and bills for the Bayside Sewer Project will not go out until the project is complete.

· Based on the construction schedule, we anticipate sending the notices within the first quarter of 2024, and the first bill in the spring (April-May) 2024.

· This would provide the homeowner of 20 Cady Av with roughly a one year deferment on their assessment because the 20-year deferment period would end in 2025.

(Installed 2005 + 20-year deferment = 2025 end deferment)

It is important to note, if a property sells or transfers ownership after the sewer project is complete, then the buyer is mandated to connect to the sewer within one year of sale. If the buyer doesn’t connect, then they will be charged a mandatory connection penalty. Essentially, they will receive a sewer usage bill, based on water usage at the property, as a penalty for failure to connect to the sewer system as required by law.

Because the property owners of 20 Cady Av purchased the house before sewers were installed, there would not be an applicable connection within one year of purchase requirement nor would they receive a mandatory connection penalty.

I confirmed this information with our Administrative Service Manager, Anthony Poole. Anthony has assessed prior sewer projects and reviewed deferment requests/provided deferments with other projects. Good Afternoon, Councilman,

Here is the Bayside Sewers Update I promised earlier today.

Crews continued to work on Tidewater Dr. all last week.
Six inch (6”) mainline sewer has been installed from Arlington Ave To Riverside Ave.
Approximately 275 linear feet of three inch (3”) mainline was also installed on Samuel Gorton Ave, heading toward the water.
There were a couple of utility problems during last week’s sewer installation process, but they were resolved in a most timely manner.
· One water line was not marked out.
· One water line was not installed at depth anticipated (installed 6’ down, not 4.5-5’ as anticipated).

Work resumed today with crews continuing to install mainline sewer on Tidewater Dr heading toward Mill Cove. Arlington to Longmeadow should be completed today.

Crews are installing approximately 250 linear feet each day.

When Tidewater sewer installation is completed, side street work will ensue. We were informed today that work on side streets will begin at the north end of Tidewater and move South.

By end of week, early next week, another crew will resume installing sewers in the open cut areas. Palmer Ave will be the starting destination.

Kevin is doing a great job with the Access Agreements. He has approximately 100 signed. I’m very happy to hear that he is receiving positive reviews from Bayside residents. Thank you for your last email.
